This study aims to analyze the implementation of the national Early Childhood Education (ECE) policy concerning health services for young children in Telang Village, Kamal District, Madura Regency, East Java Province. The research is grounded in the importance of integrating educational and health services to achieve holistic and integrative ECE, as mandated by Presidential Regulation No. 60 of 2013. A descriptive qualitative method was employed, using purposive sampling techniques through interviews and documentation. The findings reveal that the Kamal Community Health Center has implemented various child health programs—including immunization, nutrition education, Clean and Healthy Living Behavior (PHBS), and dental health screening—in accordance with standard operational procedures and existing regulations. Collaboration between the Puskesmas and ECE institutions has been carried out transparently and without burdensome administrative requirements, thereby strengthening cross-sectoral cooperation. The main challenge identified was community resistance to immunization programs. The applied solution involved evidence-based counseling, which proved effective in improving parents’ understanding, attitudes, and behaviors regarding the importance of immunization. This study provides an empirical contribution to optimizing early childhood health services through the implementation of the national ECE policy, although limitations remain in terms of regional coverage and the absence of quantitative data to measure program impacts. The study recommends strengthening cross-sectoral collaboration, enhancing persuasive communication strategies, and expanding the scope of future research to support the realization of high-quality, integrated early childhood education services.
